These are both for Ocean themed parties. The Mermaids in the top picture are Ariel, and the bottom ones are just mermaids. To make the mermaids I just cut the feet off a regular man shaped cookie cutter and shaped them into fish tails, it seems to work...but I am on the look out for a real mermaid cutter :) My friend loves the sand dollars!
